Worked Marginally fair until today

After installing El Capitan, Image Editor doesn’t work well enough to use.
Pasting into workspace is no good, once it’s there it cannot be moved or anchored which makes it useless.
Since I’ve been using it, 6-8 Months, I’ve never been able to get text function to work
